- ODFW hosted two public meetings to introduce and discuss proposed changes for the 2010 Pacific halibut sport fisheries off Oregon: Astoria (Aug. 17) and Newport (Aug. 19).
- This was an opportunity for the public to recommend changes to the Catch Sharing Plan. Any proposed changes were to be identified to the Pacific Fishery Management Council (Council) in September. Written comments and proposals were also accepted.

- In its report to the Council, ODFW recommended two proposals be considered for additional public review:
- Columbia River subarea: Move pounds from the existing subarea allocation to a nearshore fishery inside the 40-fathom line
- Central coast subarea: Change the number of open days in the summer all-depth fishery from three per open week to two.

- Public proposals for changes for the 2010 Catch Sharing Plan were accepted by the Council.
- The Council adopted for further consideration proposed changes to the 2010 Catch Sharing Plan at the Council meeting, Sept. 12-17 in Foster City, CA.
- For Oregon one proposed change was adopted for further consideration.
- IPHC hosted a workshop to review halibut bycatch mortality on Sept. 29 in Seattle. Details are available on the IPHC website.

- ODFW solicited public comment regarding the one proposed change to the Catch Sharing Plan that affects Oregon and that was adopted for further consideration by the Council.
- The proposed change was for the central coast subarea all-depth halibut summer fishery (Aug-Oct): to reduce the number of open days per opener from three days to two. If two days are preferred, do anglers favor Friday-Saturday or Saturday-Sunday?
- Rationale: In 2009 the harvest during the first three-day opener of the summer all-depth fishery exceeded the subarea quota. As a result, both the all-depth fishery and the nearshore halibut fisheries were closed. Reducing the summer all-depth fishery openers from three days to two is intended to extend the duration of the all-depth fishery.
- Of the 16 comments received by ODFW, 36% preferred status quo for the fishery (3 days per open week) and 64% preferred the fishery be open 2 days per open week. If the fishery were open two days per open week, 45% preferred Friday and Saturday and 55% preferred Saturday and Sunday.

- The Council adopted one change for the Catch Sharing Plan for Oregon:
- The central coast subarea all-depth halibut SUMMER (Aug-Oct) fishery, will be open two days, Friday and Saturday, during each open period.

- IPHC held its annual interim meeting on Dec. 7-8 in Seattle.
- The preliminary 2010 catch recommendation from IPHC staff was 0.76 million pounds (compared to 0.95 million pounds in 2009) for area 2A (Washington, Oregon, California).

- IPHC set the catch limit, or total allowable catch (TAC), at its annual meeting, January 26-29, in Seattle. The 2010 catch limit for Area 2A (Oregon, Washington, California) is 0.81 million pounds, a 15% decrease from 2009 (0.95 million pounds).

- The Oregon Fish and Wildlife Commission (March 12) and NOAA Fisheries adopted the seasons and open dates as recommended by ODFW.
