Development of the 2013-15 budget aligns with the Governor’s 10 Year Plan for Oregon. The goal of the Governor’s 10 Year Plan for Oregon is to implement a 10 year outcome-based investment framework and budget process for the state.
ODFW developed its budget proposals with the assistance of an External Budget Advisory Committee (EBAC) made up of representatives of organizations, industry, individuals and others interested in the state’s fish and wildlife. Public comment was taken at a series of Town Hall meetings throughout the state and at ODFW Commission meetings. The final version of the proposed budget was approved by the ODFW Commission at its August 3, 2012 meeting. The 2013-15 Governor’s Recommended Budget will be released on December 1, 2012 and submitted to the 2013 Legislature for consideration. The Governor's Budget will follow the new budget process.
The goal of the Governor’s 10 Year Plan for Oregon is to implement an outcome-based budget process for the state. As part of this framework, the effectiveness of state government will be measured in six outcome areas:
- Economy and Jobs
- Education
- Improving Government
- Healthy People
- Healthy Environment
- Safety
All state agency programs are “mapped” to one of these outcome areas. Agencies submit budget proposals on “bid forms” related to one of the outcome areas. Most ODFW programs are mapped to the Healthy Environment or Economy and Jobs outcome areas.
