Doing Business with the Oregon Department of Fish and Wildlife

Welcome and thank you for your interest in doing business with ODFW. Most contracts are processed through the ODFW Administrative Services Division, Contract Services Unit. Smaller routine purchases are made by field offices.

ODFW buys:

  • Items such as raw steel, concrete, grass seed, dip nets, hats and uniforms.
  • Services such as construction, engineering, helicopter, and marine vessels.

ODFW also issues grants and contracts funded through federal and non-federal sources. See the Fish Division Grant Programs and Wildlife Division Grant Programs Web pages.

Solicitations through ORPIN

For ODFW bidding opportunities, visit the State’s official procurement website, Oregon Procurement Information Network or ORPIN. This site provides suppliers with a one-stop place to find contract opportunities for the state. The type of solicitation used to procure services and goods depends on the contract need.

  • Personal Services

    • Contracts that call for specialized skills, knowledge and resources in the application of highly technical or scientific expertise or the exercise of professional, artistic or management discretion or judgment. A Request for Proposal (RFP) is generally used for procuring personal services.

  • Trade Services
    • All services, except for personal services (i.e. janitorial, electrician, landscape maintenance, moving services, etc.) A Request for Quote (RFQ), RFP, or Invitation to Bid (ITB) may be used for procuring trade services.

  • Goods
    • Hardware, software, furniture and equipment. An RFQ, RFP or an ITB may be used to procure goods.

  • A & E and Construction
    • Architecture, engineering and related services for the design of public works and public improvement projects
    • Construction of public works and public improvement projects

  • The Small Business Administration offers a variety of services to small businesses. The SBA has a certification process for the 8 (a) Business Development Program, which assists in the development of small companies owned and operated by individuals who are identified as socially and/or economically disadvantaged.
