Commission meets March 11 in Florence

March 4, 2011

SALEM, Ore.—The Oregon Fish and Wildlife Commission will meet Friday, March 11 in the Pacific Room of the Driftwood Shores Resort, 88416 1st Avenue in lorence.

The meeting begins at 8 a.m. and follows this agenda http://www.dfw.state.or.us/agency/commission/minutes/11/03_mar/index.asp

The Commission will consider amending the five-year review period requirement for big game (Bighorn Sheep and Rocky Mountain Goat, Turkey, Elk, Black Bear, Cougar, Mule Deer, Black-Tailed Deer) and Wild Turkey management plans. These revisions can tie up significant staff time and resources, making it more difficult for ODFW to actually implement the plans. In some cases, habitat and species conditions have not changed significantly and do not warrant a review.

Recognizing the interest that members of the public have in the plans, ODFW proposes to provide regular updates to the Commission to highlight the actions taken for each of the plans.

Also on the agenda is adoption of a rule that clarifies the authority of law enforcement officers to take or harass wildlife while performing their duties. ODFW staff already have this authority but when the rule was adopted several years ago, it inadvertently left out law enforcement.

The Commission will consider granting $906,544 in funding for 10 Access and Habitat projects to open hunting access or improve wildlife habitat and $706,144 in funding for 34 Restoration and Enhancement Projects that help restore habitat or enhance sport and commercial fisheries.

The Commission will be asked to approve 2011 fishing seasons for commercial sardine, and sport and commercial halibut.

ODFW staff will ask the Commission to formally adopt proposed rule modifications for recreational and commercial fisheries in the Columbia and Willamette rivers, including most of the 2011 white sturgeon and spring Chinook seasons that were announced by the Columbia River compact in February.

Finally, the Commission will be briefed on a range of preliminary options for the 2011 ocean sport and commercial salmon seasons. Final seasons for ocean waters three to 200 miles off-shore will be set by the Pacific Fisheries Management Council in mid-April. (The Commission will be asked to adopt similar regulations for nearshore waters from shore to three miles out at its April 22 meeting.)

The Commission is the policy-making body for fish and wildlife issues in the state. The seven-member panel meets monthly. Agenda item exhibits may be requested by calling the ODFW Director’s Office at 800-720-6339 or 503-947-6044.

Public testimony will be held Friday morning immediately following the expenditure report. Persons seeking to testify on issues not on the formal agenda may do so by making arrangements with the ODFW Director’s Office, at least 24 hours in advance of the meeting, by calling 800-720-6339 or 503-947-6044.

Reasonable accommodations will be provided as needed for individuals requesting assistive hearing devices, sign language interpreters or large-print materials. Individuals needing these types of accommodations may call the ODFW Director’s Office at 800-720-6339 or 503-947-6044 at least 24 hours in advance of the meeting.
