All hunters 17 years and younger must take and pass a Hunter Education Class before hunting. Exceptions for youth age 9-13 participating in the Mentor Youth Hunter Program (MYHP)
To hunt big game

Youth 11 to 17 need a Juvenile Hunting License and all necessary tags, and must be age 12 by the time of their hunt.
To hunt upland birds and waterfowl
- Youth 13 and younger must obtain a FREE Youth License and answer HIP questions so the HIP validation appears on their license.
- Youth 14 to 17 must purchase a Juvenile Hunting License, purchase the correct bird stamp and answer the corresponding HIP questions.
- Youth 16 to 17 hunting waterfowl, must buy a federal duck stamp along with a Juvenile Hunting License, waterfowl bird stamp and the waterfowl HIP validation.
To hunt turkey
- Youth 13 and younger need a FREE Youth Hunting License and must purchase a juvenile turkey tag.
- Youth 14 to 17 need a Juvenile Hunting License and juvenile turkey tag.
To hunt small game (rabbits and squirrels)
- Youth 13 and younger do NOT need a license.
- Youth 14 to 17 need a Juvenile Hunting License.
Point Saver Program
- Youth 9 to 17 can apply for point savers by purchasing a juvenile hunting license.
To fish for trout, warmwater fish, marine species other than salmon and Pacific halibut
- Youth 13 and younger no NOT need a license.
- Youth 14 to 17 need a Juvenile Angling License.
To fish for salmon, steelhead, sturgeon and Pacific halibut
- Youth 13 and younger need a FREE Youth Angling License and must purchase a Juvenile Combined Angling Tag.
- Youth 14 to 17 must purchase a Juvenile Angling License and a Juvenile Combined Angling Tag.
To crab or clam
- Youth 13 and younger do NOT need a license.
- Youth 14 to 17 must purchase a Shellfish License.
