Dealer Information

Commercial fishers are required to deliver their catch to a wholesale fish dealer, a wholesale fish bait dealer or sell it off their vessel using a limited fish sellers permit. All commercially caught fish or shellfish must be reported on fish tickets that are issued to the fish dealers. The fish buyers license is required in addition to a wholesale fish dealers license when the fish or shellfish are purchased away from the dealers licensed location. Fish dealer licenses are issued only through the Salem office.

Wholesale Fish Dealers (Reporting)

Licensing Requirements

  • $502 Wholesale License (pdf)
  • $1000 Bond (pdf)
  • $277 Buyers License (pdf) (to buy away from licensed location)
  • Each person and/or
  • Each vehicle and/or
  • Each buying station and/or
  • Each vessel (Columbia River only)

Authorized Activities

  • Buy commercially caught fish and shellfish from licensed commercial harvesters
  • Buy commercially caught fish and shellfish from other wholesale dealers
  • Sell to retail businesses, or to other wholesalers

Additional Information

Each Wholesale Fish Dealer is either set up to use electronic fish tickets or they are issued a set of fish ticket books for the fisheries they are participating in and self addressed, postage paid envelopes for timely reporting. Certain fisheries require electronic fish tickets.

Fish dealers are also given monthly dealer reports and instructions for both recording landings on fish tickets and filling out the monthly dealer reports.


Wholesale Fish Dealers (Non-reporting, Fish Brokers)

Licensing Requirements

  • $502 Wholesale License (pdf) (non-reporting)
  • No bond requirement
  • No buyers license is necessary


Authorized Activities

  • Buy commercially caught fish and shellfish from other wholesale dealers
  • Sell to other Wholesale Fish Dealers
  • Sell to retail businesses

Additional Information

Non-reporting dealers are not issued fish ticket books and are not required to submit monthly reports to the agency


Wholesale Bait Dealers (Reporting)

Licensing Requirements


Authorized Activities (bait only)

  • Buy commercially caught fish and shellfish from licensed commercial harvesters
  • Buy commercially caught fish and shellfish from other wholesale dealers
  • Sell to retail businesses

Additional Information

Limited Fish Sellers

Licensing Requirements


Authorized Activities

  • Sell his/her own catch directly from the vessel from which the catch was made and only to the ultimate consumer

    Note:  By definition, a restaurant is also considered an ultimate consumer.

Additional Information

Limited Fish Sellers must complete an "estimated" fish ticket, prior to selling, indicating the estimated number of fish on board. This must be done on an electronic fish ticket or paper fish ticket.

Limited Fish Sellers keep track of each days sales on the fish ticket and upon completion of final sales, complete and forward the fish ticket to ODFW Salem.


Retail Fish and Bait Dealers

Licensing Requirements

  • No license is required from Oregon Department of Fish and Wildlife
  • Dealer may have to purchase a license through Oregon Department of Agriculture

Authorized Activities

Retailers are required to purchase fish or shellfish from licensed wholesale dealers only.
