Sport Pacific Halibut - Setting the Season for 2012

  August 2011
  • ODFW hosted three public meetings to hear and discuss proposed changes for the 2012 Catch Sharing Plan (CSP). This was the opportunity for the public to initiate changes to the Pacific halibut sport fishery.

  • The public meetings were held at 7 p.m. in Newport (Tuesday, Aug. 9), Tillamook (Monday, Aug. 15) and North Bend (Wednesday, Aug 17)

  • Those who could not attend a meeting were invited to comment by contacting Lynn Mattes or Patrick Mirick by email or by phone before Aug. 17.

 September 2011
  • The Pacific Fishery Management Council, at its meeting in San Mateo, CA, approved alternatives to the Catch Sharing Plan for additional public review as recommended by ODFW. In addition:

    • An alternative for the Columbia River subarea was added during the meeting - the subarea would receive an amount from the Oregon/California allocation that is equal to the amount received from the Washington allocation.

    • For the subarea south of Humbug Mountain, three alternatives were adopted for public review.

      1)  Status quo (no action)—opens May 1, seven days per week until October 31
      2)  Opens May 1 through the earlier of October 31 or projected attainment of the subarea catch limit.
      3)  Fixed seasons established preseason based on expected catch per day, starting no earlier than May 1 and ending no later than October 31.

  • ODFW hosted 4 public meetings to solicit public input regarding Oregon alternatives to the Catch Sharing Plan that were approved by the Council for additional public review.

  • In addition, public input was sought regarding the 2012 sport groundfish seasons.

  • Meeting dates and locations (all meetings began at 7 pm):
    • Astoria—Monday, Sept. 26
    • Newport—Tuesday, Sept. 27
    • Brookings—Wednesday, Sept. 28
    • Coos Bay—Thursday, Sept. 29

  • Those who could not attend a meeting were invited to comment by mail or telephone no later than Sept. 20 or by taking one or both online surveys—one for halibut and another for groundfish—no later than Oct. 4, preferably after first reviewing the presentation materials.

  • After considering public input, ODFW prepared a report to the Pacific Fishery Management Council for decision at the November Council meeting.

  • The Council adopted the following changes for the 2012 Catch Sharing Plan relevant to Oregon:

    • Columbia River Subarea
      • Allocate 80% of the subarea quota to the May-July period and 20% to the August-September period.
      • Change the Oregon contribution to the subarea quota to be equal to the Washington contribution.

    • Oregon Central Coast Subarea
      • Change allocation of the subarea quota to 63% spring all-depth (was 67%) and 12% nearshore (was 8%). (There is no change to the summer all-depth allocation of 25%).
      • Allow remaining quota from the spring fishery to be transferred to either the summer fishery quota or the nearshore fishery quota
  • The International Pacific Halibut Commission (IPHC) accepted public requests for 2012 regulatory changes (e.g., season length) or management actions for review at its annual meeting. A form and more information was available on the IPHC annual meeting website.
  • IPHC held its annual interim meeting in Seattle on Nov. 30 - Dec. 1. Attendance to the interim meeting is by invitation only.

  • For Area 2A (West Coast) IPHC staff made a preliminary 2012 catch limit recommendation of 0.989 million pounds. IPHC news release (pdf, 3 pages)

  • Preliminary catch limit recommendations were subsequently considered by IPHC commissioners and advisors for final adoption at the IPHC annual meeting in January.

  • Interim meeting presentations (stock assessment, research, etc.) are available on the IPHC website.

 January 2012
  • The 2012 catch limits were set by IPHC at its annual meeting, January 24-27, in Anchorage.

  • The 2012 catch limit is 0.989 million pounds for Area 2A (West Coast). This is a 9% increase from 2011 (0.910 million pounds) and the highest limit for Area 2A since 2008.
 February 2012
  • ODFW hosted two public meetings to hear comments about open dates for the central coast subarea (Cape Falcon to Humbug Mt.) all-depth sport halibut fishery. News release

    • Newport: Mon., Feb. 13, 7-9 pm, at the Holiday Inn Express
    • Salem: Wed., Feb. 15, 7-9 pm, at ODFW headquarters

  • Those who could not attend a meeting were invited to comment by contacting Lynn Mattes or Patrick Mirick by email or by phone.
  • ODFW submitted a report to the National Marine Fisheries Service and the Oregon Fish and Wildlife Commission with recommended dates for the Oregon central coast subarea spring all-depth sport halibut fishery.
 March-April 2012
  • The Oregon Fish and Wildlife Commission (April 20) and National Marine Fisheries Service approved regulations, including open dates for the central coast subarea (Cape Falcon to Humbug Mt.) all-depth sport halibut fishery, as recommended by ODFW.
