ODFW hosts public meetings to hear ideas and discuss proposed changes for the 2023 Catch Sharing Plan (CSP). This is the opportunity for the public to initiate changes to the Pacific halibut sport fishery. In addition to halibut, information about the 2023 sport groundfish fishery is presented. News release
- Newport: Monday, July 25, 6-8 pm at the Marine Resources Program office, 2040 SE Marine Science Drive and by Microsoft Teams.
- Tillamook: Tuesday, July 26, 6-8 pm at the ODFW office, 4907 Third Street
- Brookings: Wednesday, July 27, 6-8 pm at the Chetco Community Public Library, 405 Alder Street
- North Bend: Thursday, July 28, 6-8 pm at the North Bend Public Library, 1800 Sherman Ave.

What's the Catch Sharing Plan?
The CSP is the framework by which Pacific halibut are managed during the year and includes:
- Allocation (between fisheries and between geographical subareas within fisheries)
- Seasons (opening and closing dates, open days of the week)
- Bag limits
- Length limits
- Regulation changes allowed inseason

- After reviewing public input, ODFW prepares a report on proposed changes for the September Pacific Fishery Management Council. See the report

- The Pacific Fishery Management Council meets September 7-14, 2022, in Boise, ID, and considers proposals for changes to the Catch Sharing Plan. Council home page
- The Council approves some, none or all proposals (including any that are developed at the Council meeting) for additional public comment.

- ODFW solicits additional public comment at a public meeting (also by Teams) on specific proposals approved by the Council for additional consideration. An online survey was available to people who were unable to attend the public meeting.

- After considering public input, ODFW prepares a report to the Pacific Fishery Management Council for decision at the November Council meeting.
- The International Pacific Halibut Commission (IPHC) accepts public requests for 2023 regulatory changes (e.g., season length) or management actions for review at its annual meeting in January. A form and more information are on the IPHC regulations page.

- The Council adopts final changes for the 2023 Catch Sharing Plan at its meeting, November 2-8.

- IPHC holds an interim meeting, November 30-December 1, 2022.

- ODFW submits a report to the Oregon Fish and Wildlife Commission and the National Marine Fisheries Service with recommended dates for the all-depth sport halibut fishery in the central coast subarea (Cape Falcon to Humbug Mt.).

- The Oregon Fish and Wildlife Commission (April 21, 2023) and the National Marine Fisheries Service approve regulations, including open dates for the central coast subarea (Cape Falcon to Humbug Mt.) all-depth sport halibut fishery.
