Set the 2012 Harvest Quota for the Commercial Roe Herring Fishery in Yaquina Bay
Adopted January 9, 2012: effective January 9, 2012 through April 15, 2012.
Amended rule sets the 2012 harvest quota for the Yaquina Bay commercial roe herring fishery
for the period January 1 through April 15, 2012 at 23 tons. The yearly harvest quota for the
Yaquina Bay commercial roe herring fishery shall not exceed 20% of the available spawning
biomass as established in the Yaquina River Basin Fish Management Operating Principles and
Objectives described in OAR 635-500-0665(2). Only fishers with a limited entry permit issued
pursuant to ORS 508.765 may participate in this fishery.

Columbia River Commercial Sturgeon Seasons below Bonneville Dam Set for January
and February 2012
Adopted January 26, 2012: effective January 30, 2012 through February 29, 2012.
This amended rule implements winter commercial white sturgeon seasons in the Columbia
River below Bonneville using gill nets. The fishing periods authorized are:
6:00 p.m., Monday, January 30 through 6:00 p.m., Tuesday, January 31, 2012 (24 hours);
6:00 p.m., Wednesday, February 1 through 6:00 p.m., Thursday, February 2, 2012 (24
hours); and
6:00 p.m., Monday, February 6 through 6:00 p.m., Tuesday, February 7, 2012 (24 hours).
3. 635-041-0045 and 635-041-0065
Treaty Indian Winter Commercial Fisheries in the Columbia River
Adopted January 26, 2012: effective February 1, 2012 through March 31, 2012.
These amended rules clarify allowable sales of fish caught in Treaty winter commercial
fisheries in the Columbia River above Bonneville Dam and for Treaty fisheries downstream of
Bonneville Dam allowed under state agreements. Allowable sales include: salmon; steelhead;
shad; carp; catfish; walleye; bass and yellow perch. Only white sturgeon caught above
Bonneville Dam may be retained. White sturgeon between 38 and 54 inches in fork length
caught in the Bonneville Pool and white sturgeon between 43 and 54 inches in fork length
caught in The Dalles and John Day pools may also be sold.

PUBLIC TESTIMONY
If you wish to give testimony on any item scheduled on this agenda, please sign up on the sheets provided the day of the meeting. You will be called to testify by the Commission Chair. The Commission places great value on information received from the public, and wants to avoid arbitrary limits on the time or attention allocated to each witness. Therefore, persons desiring to testify or otherwise present information to the Commission are encouraged to:
(1) Provide written summaries of information to the Commission twenty (20 sets);
(2) Limit testimony to five (5) minutes, recognizing that substance, not length, determines the value of
