Season Opening for the Ocean Commercial Dungeness Crab Fishery Delayed
Adopted December 11, 2012: effective December 12, 2012 through June 9, 2013.
This amended rule delays the opening of the 2012-2013 commercial ocean Dungeness crab
fishing season from December 16, 2012 until December 31, 2012 in-accordance-with the Tri-
State Memorandum-Of-Understanding and Preseason Testing Protocol.

Bonneville Dam Reservoir Recreational White Sturgeon Fishery
Adopted December 18, 2012: effective January 1, 2013 through February 28, 2013.
This amended rule sets the season for recreational harvest of white sturgeon in the Bonneville
Pool and tributaries effective January 1 through Sunday, February 10, 2013. These
modifications are consistent with action taken December 18, 2012 by the Columbia River
Compact agencies of Oregon and Washington.

Morgan Lake in the NE Zone Closed to All Angling
Adopted December 20, 2012: effective January 1, 2013 through April 30, 2013.
This amended rule closes Morgan Lake, in the NE Zone near La Grande, to all angling from
January 1 through April 26, 2013. Closing the lake during this period will assist the City of La
Grande, owner and operator of the lake, to resolve issues posed by the inadvertent removal of
Special Regulations for Morgan Lake from the 2013 Oregon Sport Fishing Regulations
synopsis.

Habitat Conservation Stamp
Other Provisions
Adopted December 31, 2012; effective December 31, 2012 through June 28, 2013.
The original rule states that excess stamps from the current year shall be shredded after
auditing of sales takes place. This will amend the rule to allow retention of the Habitat
Conservation Stamps with numbers corresponding with the prints that are signed by the
Governor and the artist. These stamps will be distributed with the sale of the corresponding
Governor Edition print.

The Commission meeting will begin at 8:00 AM on Friday, January 11, 2012. If you wish to receive written materials prepared for any of the agenda items, please contact the Director’s Office in Salem at 503.947.6044 to request a packet for those items, which interest you or see the agency’s website.
A recess will be taken at 12:00 Noon, when the Commission will have lunch.
PUBLIC TESTIMONY
If you wish to give testimony on any item scheduled on this agenda, please sign up on the sheets provided the day of the meeting. You will be called to testify by the Commission Chair. The Commission places great value on information received from the public, and wants to avoid arbitrary limits on the time or attention allocated to each witness. Therefore, persons desiring to testify or otherwise present information to the Commission are encouraged to:
- Provide written summaries of information to the Commission twenty (20 sets);
- Limit testimony to five (5) minutes, recognizing that substance, not length, determines the value of testimony or written information;
- Endorse rather than repeat testimony of other witnesses; and
- Groups or organizations wishing to testify should designate one spokesperson whenever possible.
