The Fish and Wildlife Commission and the Director of Oregon Department of Fish and Wildlife
(ODFW) invite you to a reception on February 11, at the Pacific Northwest Sportsmen Show in the
Green Room from 4:45 to 6:00 p.m. This event is an opportunity to meet Commission members and
ODFW staff; and have the opportunity discuss fish and wildlife issues.

Electronic Fish Tickets Reporting Commercial Sales of Salmon, Sturgeon, Smelt and Shad Required
Adopted January 26, 2016: effective February 1, 2016 through July 29, 2016.
This amended rule requires, by way of electronic fish receiving tickets (e-ticket), the reporting of commercial sales of salmon, sturgeon, smelt and shad landed downstream of Bonneville Dam and purchased by wholesale fish dealers, wholesale fish bait dealers, and food fish canners. Modifications also require e-tickets be submitted within 24 hours of the closure of a fishing period or within 24 hours of the landing when fishing periods are longer than 24 hours.

2016 Commercial Smelt Season Set for the Columbia River
Adopted January 27, 2016: effective February 1, 2016 through February 29, 2016.
This amended rule sets a commercial gill net fishing season for smelt in Zones 1-3 of the Columbia River. The fishery consists of seven (7) hour fishing periods beginning 7:00 a.m. through 2:00 p.m., Mondays and Thursdays of each week from February 2 through February 25, 2016. Revisions are consistent with the action taken January 27, 2016 by the Oregon and Washington Departments of Fish and Wildlife in a meeting of the Columbia River Compact.

2016 Treaty Indian Winter Commercial Fisheries in Zone 6 of the Columbia River Set
Adopted January 27, 2016: effective February 1, 2016 through March 31, 2016.
This amended rule sets both the platform hook-and-line and gill net Treaty Indian winter commercial seasons for 2016. The modifications allow commercial sales, in Oregon, of fish caught in Bonneville, The Dalles, and John Day pools by tribal fishers beginning February 1, 2016. Modifications are consistent with action taken January 27, 2016 by the Oregon and Washington Departments of Fish and Wildlife, in cooperation with the Columbia River Treaty Tribes, at a meeting of the Columbia River Compact.

Bonneville Pool White Sturgeon Recreational Fishery Closes February 8, 2016
Adopted January 27, 2016: effective February 8, 2016 through August 5, 2016.
This amended rule closes the recreational white sturgeon retention fishery in the Bonneville Pool of the Columbia River beginning 12:01 a.m. Monday, February 8, 2016. Catch-and-release sturgeon angling will still be allowed except in the area from The Dalles Dam downstream 1.8 miles to a line from the east (upstream) dock at the Port of The Dalles boat ramp straight across to a marker on the Washington shore during the period from May 1 through July 31, 2016. Revisions are consistent with action taken January 27, 2016 by the Departments of Fish and Wildlife for the States of Oregon and Washington at a meeting of the Columbia River Compact.

These amended rules set seasons, area boundaries, gear regulations and allowable sales for winter, spring, and summer commercial fisheries in the Columbia River Select Areas. Rule revisions are consistent with action taken January 27, 2016 by the Oregon and Washington Departments of Fish and Wildlife at a meeting of the Columbia River Compact.

Columbia River Recreational Seasons for Salmon, Steelhead and Shad Set
Adopted January 27, 2016: effective March 1, 2016 through June 15, 2016.
This amended rule sets regulations for Columbia River recreational spring Chinook, steelhead and shad seasons with descriptions of areas, dates, and bag limits for harvest of adipose fin-clipped Chinook salmon, adipose fin-clipped steelhead and shad. Revisions are consistent with action taken January 27, 2016 by the Oregon and Washington Departments of Fish and Wildlife in a meeting of the Columbia River Compact.

AGENDA
The Commission meeting will begin at 8:00 AM February 12, 2016, and proceed chronologically through the
agenda. If you wish to receive written materials prepared for any of the agenda items, please contact the
Director’s Office in Salem at 503.947.6044 to request a packet for those items which interest you or see the
agency’s website.
A recess will be taken at 12:00 Noon, when the Commission will have lunch and may discuss matters of general
interest. The public is welcome to attend, and an announcement will be made of the location of the lunch. Lunch
will not be provided to the public.
PUBLIC TESTIMONY
If you wish to give testimony on any item scheduled on this agenda, please sign up on the sheets provided the
day of the meeting. You will be called to testify by the Commission Chair. The Commission places great value
on information received from the public, and wants to avoid arbitrary limits on the time or attention allocated to
each witness. Therefore, persons desiring to testify or otherwise present information to the Commission are
encouraged to:
- Provide written summaries of information to the Commission twenty (20 sets);
- Limit testimony to three (3) minutes, recognizing that substance, not length, determines the value of
testimony or written information;
- Endorse rather than repeat testimony of other witnesses; and
- Groups or organizations wishing to testify should designate one spokesperson whenever possible.

If you wish to give testimony on any item not scheduled elsewhere on the agenda, please contact the
