2017 Sturgeon Closure and Angling Limitations on the Gilbert River
Adopted April 25, 2017: effective April 25, 2017 through September 30, 2017.
The amended rule closes all sturgeon angling for the remainder of 2017, including catch and release as well as closing all angling from April 24 through June 15 and October 1 through December 31, 2017 in the Gilbert River. The area includes the Gilbert River from the upstream end of the Gilbert River Fishing Pier located near the confluence with Multnomah Channel, upstream to Sturgeon Lake.

Spring Chinook in Big Lake are Considered Trout and Part of the Daily Trout Limit
Adopted April 27, 2017: effective May 1, 2017 through October 27, 2017.
The amended rule allows retention of hatchery spring Chinook in Big Lake beginning May 1, 2017 as part of the trout fishery.

Modifications to the 2017 Spring Commercial Seasons in the Youngs Bay Area
Adopted April 27, 2017: effective April 27, 2017 through September 15, 2017.
This amended rule modifies the 2017 spring commercial salmon season for the Youngs Bay Select Area beginning April 27 to minimize interception of non-local Chinook stocks. Modifications are consistent with Oregon State action taken April 27 2017 by the Department of Fish & Wildlife for the State of Oregon.

Limited Fishing Periods in the Lower Willamette River for Spring Chinook and Steelhead Recreational Fisheries
Adopted May 4, 2017: effective May 8, 2017 through November 3 2017.
Beginning May 8, 2017, from the Lower Willamette River downstream of Willamette Falls, including Multnomah Channel and the Gilbert River and the lower Clackamas River up to the Highway 99E Bridge, angling and retention of spring Chinook and steelhead is allowed only on Thursdays, Fridays, and Saturdays. The daily adult bag limit is two hatchery salmonids, which only one may be a Chinook

2017 Angling Modifications for the Gilbert River
Adopted May 10, 2017: effective May 13, 2017 through June 15, 2017.
The amended rule maintains the sturgeon angling closure for the Gilbert River through June 15, 2017 as previously adopted by temporary rule but liberalizes regulations to allow the use of artificial flies and lures for other species rather than a complete angling closure. The area includes the Gilbert River from the upstream end of the Gilbert River Fishing Pier located near the confluence with Multnomah Channel, upstream to Sturgeon Lake.

Postpone the May 16, 2017 Hatchery Steelhead and Jack Chinook Salmon Fishery
Adopted May 11, 2017: effective May 16, 2017 through June 15, 2017.
This amended rule delays the 2017 opening season for hatchery steelhead and jack Chinook fisheries on the mainstem Columbia River from the Tongue Point/Rocky Point line upstream to the I-5 Bridge until further notice. Revisions are consistent with Columbia River Joint State action taken May 11, 2017 by the Oregon and Washington Departments of Fish and Wildlife.

Modifications to Southwest Zone Sport Chinook salmon Regulations for the Rogue River
Adopted May 12, 2017: effective May 15, 2017 through July 31, 2017.
Effective May 15, 2017 the current deadline marker located immediately below the Cole River hatchery will be relocated to a point 1200 feet below the hatchery diversion dam to establish new deadline markers. Moving the angling deadline markers will restrict harvest of hatchery spring Chinook in the Rogue River. Currently we are not expecting surplus hatchery Chinook and may not be able to meet broodstock requirements. This restriction will allow for adequate broodstock collection in order to meet our angler opportunity obligations throughout the Rogue River.

Amend Rule to Reduce Hunting Opportunity for Specified 2017 Mule Deer and Pronghorn Hunts
Adopted: May 16, 2017. Effective Dates: May 16, 2017 through November 10, 2017
This temporary rule is needed to reduce tag numbers for controlled hunts in areas where deer and pronghorn survival was most reduced by harsh weather during the 2016-2017 winter to keep from exceeding appropriate harvest levels in the hunt areas. Reducing controlled hunt tag numbers will provide the intended level of harvest. Failure to amend the rules before the controlled hunt drawing would result in serious prejudice to hunters participating in these deer and pronghorn hunts because fewer animal will be available for harvest than anticipated when tag numbers were initially adopted in June 2016.

The Commission meeting will begin at 8:00 a.m. May 19, 2017, and proceed chronologically through the agenda. If you wish to receive written materials prepared for any of the agenda items, please contact the Director’s Office in Salem at 503.947.6044 to request a packet for those items which interest you or see the agency’s website.
A recess will be taken at 12:00 Noon, when the Commission will have lunch and may discuss matters of general interest. The public is welcome to attend, and an announcement will be made of the location of the lunch. Lunch will not be provided to the public.
PUBLIC TESTIMONY
If you wish to give testimony on any item scheduled on this agenda, please sign up on the sheets provided the day of the meeting. You will be called to testify by the Commission Chair. The Commission places great value on information received from the public, and wants to avoid arbitrary limits on the time or attention allocated to each witness. Therefore, persons desiring to testify or otherwise present information to the Commission are encouraged to:
(1) Provide written summaries of information to the Commission twenty (20 sets);
(2) Limit testimony to three (3) minutes, recognizing that substance, not length, determines the value of testimony or written information;
(3) Endorse rather than repeat testimony of other witnesses; and
(4) Groups or organizations wishing to testify should designate one spokesperson whenever possible.
