Federal Actions and Management Measures Implemented for Commercial Groundfish Fisheries
Adopted October 9, 2018: effective October 15, through December 31, 2018.
This amended rule adopts in-season actions previously adopted by the federal government for 2017-2018 Pacific Coast commercial groundfish fisheries, including but not limited to increased trip limits for sablefish in the limited entry fixed gear and open access fisheries.

Rule Modifications to Extend Season and Allowed Sales in the Bonneville Pool
Adopted October 16, 2018: effective October 17, through December 31, 2018.
This amended rule allows the sales of white sturgeon landed during setline fisheries in the Bonneville Pool from October 17 through October 31, 2018. Modifications are consistent with action taken October 16, 2018 by the Departments of Fish & Wildlife for the States of Oregon and Washington in cooperation with the Columbia River Treaty Tribes at a meeting of the Columbia River Compact.

Commercial Bay Crabbing Closed from Cape Blanco to the California Border
Adopted October 19, 2018: effective October 19, through April 16, 2019.
This rule will close the bay Dungeness crab fishery in the event of a shellfish health closure. This amended rule will close bay crabbing from October 18, 2018 until health advisory is lifted. The fishery is closed from Cape Blanco (42° 50’ N) to the California Border (Areas K And L).

Chetco River Terminal Area Commercial Chinook Salmon Quota Fishery Closed
Adopted October 22, 2018: effective October 23, through December 31, 2018.
This amended rule will close the Chetco River terminal area commercial Chinook salmon quota fishery. Closure is effective beginning at 11:59 p.m. October 31, 2018.

Adopted October 23, 2018: effective November 1, through December 31, 2018.
Close catch and release steelhead angling in the lower John Day River effective November 1, 2018.

Razor Clams Closed in Clatsop County Beaches November 1, 2018 through February 28, 2019
Adopted October 23, 2018: effective November 1, through February 28, 2019.
This amended rule will close both recreational and commercial take of razor clams from November 1, 2018 through February 28, 2019.

Modifications to Gear Restrictions on the Chetco and Winchuck Rivers in the Southwest Zone
Adopted October 24, 2018: effective November 4, through December 31, 2018.
This amended rule extends Gear Restrictions for the Chetco and Winchuck River beginning November 4 through December 31, 2018.

Amend Rules Related to Hunting, Angling or Commercial Fishing Fees
Adopted: October 26, 2018 Effective Dates: October 26, 2018 through April 23, 2019
This amendment is needed to correct a fee that was inadvertently omitted from the November 29, 2017 filing for fee increases. Senate Bill 247 (2015) established in statute the fees that the Oregon Fish and Wildlife Commission is required to charge for licenses, tags and permits. The revenue from these fees is used to maintain the programs conducted by the ODFW that manage native wildlife for the benefit of all Oregonians.

Modifications to Chinook Fishery in the Northwest Zone Effective November 1, 2018
Adopted October 26, 2018: effective November 1, through December 31, 2018.
This rule is needed to address observed low abundances of fall Chinook returning to coastal rivers. Restrictions are intended to help achieve adequate spawning escapement to support production of Chinook for future years.

Reduce Steelhead Bag Limit in Snake River Tributaries
Adopted October 29, 2018: effective November 1, through April 30, 2019.
This rule reduces the summer steelhead daily bag limit from three (3) to one (1), in response to very low observed returns of steelhead to the Oregon Snake River tributaries in 2018-19.

Extend the Reduced Steelhead Daily Bag Limit in the Snake River
Adopted October 29, 2018: effective November 1, through December 31, 2018.
Extend the amended rule to reduce daily bag limit of one summer steelhead (1) in the mainstem Snake River. Run projections are exceptionally low, and likely insufficient to provide a harvestable surplus beyond brood stock needs. This rule is needed to reduce angling pressure on wild steelhead stocks, protect production objectives for the Snake River steelhead program, and to ensure rules are consistent with the state of Idaho within an interstate waterway.
