Modifications to the 2019 Season for the Columbia River Select Area Commercial Fisheries.
Adopted April 23, 2019: effective April 25, through July 29, 2019.
This amended rule modifies the 2019 commercial seasons for the Young’s Bay Select Area. Modifications are consistent with action taken April 23, 2019 by the Oregon Department of Fish & Wildlife. Rescinded two 4-hour periods and added on 4-hour period.

Modification to Columbia River Recreational Seasons for Salmon and Steelhead Fisheries
Adopted April 24, 2019: effective April 27, through May 5, 2019.
This amended rule modifies open fishing periods for Mainstem Columbia River recreational spring Chinook and steelhead seasons downstream of the Bonneville Dam. Revisions are consistent with action taken April 24, 2019 by the Oregon and Washington Departments of Fish and Wildlife in a meeting of the Columbia River Compact. Added April 27 through 28, 2019 as open days.

Modification to License Requirements During Public Fishing from a Temporary Structure and Educational Events
Adopted April 15, 2019: effective April 25, through September 30, 2019.
This amended rule removes the requirement of having a valid angling license when fishing in a temporary structure during a public fishing events.

2019 Two-Rod Usage on the Willamette River
Adopted April 09, 2019: effective May 1, through August 31, 2019.
This amended rule allows for the usage of the two-rod validation in the Willamette angling zone, above Willamette Falls. Modifications allow the use of two-rod validation while fishing for both game and non-game fish species, except sturgeon, in areas of the Willamette River and its tributaries, above Willamette Falls, including flowing waters that are open to angling for hatchery Chinook, hatchery steelhead, trout, or warmwater gamefish.

2019 Estuary White Sturgeon Recreational Fishery Modified in the Mainstem Columbia
Adopted March 23, 2019: effective May 13, through July 5, 2019.
This amended rule allows recreational retention of white sturgeon on the mainstem lower Columbia River for 11-days beginning May 13 through June 5, 2019. Retention of white sturgeon is allowed from the Wauna powerlines downstream to the mouth at Buoy 10, including Youngs Bay, and all adjacent Washington tributaries. Legal size limit is between 44-inch minimum and 50-inch maximum fork length. Revisions are consistent with emergency action taken March 28, 2019 by the Departments of Fish and Wildlife for the States of Oregon and Washington.

Modifications are consistent with action taken May 8, 2019 by the Departments of Fish & Wildlife for the States of Oregon and Washington at a meeting of the Columbia River Compact. Added five nights of fishing.

Commercial Dungeness Crab Evisceration South of Cape Blanco
Adopted May 10, 2019: effective May 10, through August 15, 2019.
In coordination with Oregon Department of Agriculture (ODA) temporary rule making (see OAR 635-025-0423), this amended rule implements a biotoxin management zone for the ocean commercial Dungeness crab fishery from Cape Blanco (42º 50' N. Lat.) southward to the Oregon/California border (42° 00' N. Lat.) due to detection of elevated levels of domoic acid in crab viscera in the specified area. In combination, this rule and ODA rule require that all Dungeness crab taken from the biotoxin management area zone after 12:01 AM May 10, 2019 be sold to a licensed food processor that eviscerates the crab consistent with the ODA rule. In addition, crab harvested from a line just north of Gold Beach (42° 26’ N. Lat.) to the Oregon/California border (42º 00' N. Lat.) after 12:01 AM May 8, 2019 will be subject to recall for evisceration. These rules prohibit the sale of live or whole crab caught from the biotoxin management zone, and prohibit the sale of any crab that is not processed consistent with these rules.
