Spring Chinook Closure on the Umatilla River in the Northeast Zone.
Adopted May 21, 2019: effective May 25, through June 30, 2019.
Closure of the Umatilla River to angling for spring Chinook from the Hwy 730 bridge to the CTUIR reservation boundary (approximately 0.7 miles above Hwy 11 bridge). Closure due to lower than expected returns of spring Chinook salmon returning to the Umatilla River. Implementation of this rule will protect returning adults for hatchery broodstock.

Sport Pacific Halibut All-Depth Season from Leadbetter Point, WA to Cape Falcon, OR Closes
Adopted May 28, 2019: effective May 30, through September 30, 2019.
Amended rule closes the all-depth sport fishery for Pacific halibut in the area between Leadbetter Point, WA and Cape Falcon, OR at 11:59 p.m. on Wednesday, May 29, 2019 due to projected attainment of the pre-season quota of 14,627 pounds. The rule is consistent with regulations previously implemented by the Federal Government and the International Pacific Halibut Commission for the 2019 Oregon sport fishery for Pacific halibut.

Malheur River Salmon Fishery Open to Angling in the Southeast Zone.
Adopted May 24, 2019: effective June 12, through August 15, 2019.
Rule modification allows Burns Paiute Tribal members to angle for hatchery Chinook salmon released in the Malheur River using traditional methods as regulated by adopted tribal regulations. The general public is allowed to fish for hatchery salmon with a valid angling license and using methods allowed by the 2019 regulations.

Allow Barbed Hooks When Angling for Salmon, Steelhead, and Trout in Columbia River Zone
Adopted May 30, 2019: effective June 1, through November 27, 2019.
Amended rule removes prohibition on use of barbed hooks when angling for salmon, steelhead, and trout in the Columbia Zone. Rule follows adoption of this rule by WDFW and ensures that Columbia River fishery regulations will remain concurrent between OR and WA.

Modifications to Sport Pacific Halibut All-Depth Season; from Leadbetter Point, WA to Cape Falcon, OR
Adopted May 31, 2019: effective June 6, through September 30, 2019.
Amended rule opens the nearshore sport fishery for Pacific halibut in the area between Leadbetter Point, WA and Cape Falcon, OR at 12:01 a.m. on Thursday, June 6, 2019 to seven days per week, and re-opens the all-depth fishery for one additional day, Thursday, June 20, 2019. This is to allow for further opportunity to harvest the quotas. The rule is consistent with regulations previously implemented by the Federal Government and the International Pacific Halibut Commission for the 2019 Oregon sport fishery for Pacific halibut.

A recess will be taken at 12:00 Noon, when the Commission will have lunch and may discuss matters of general interest. The public is welcome to attend, and an announcement will be made of the location of the lunch. Lunch will not be provided to the public.
PUBLIC TESTIMONY
If you wish to give testimony on any item scheduled on this agenda, please sign up on the sheets provided the day of the meeting. You will be called to testify by the Commission Chair. The Commission places great value on information received from the public, and wants to avoid arbitrary limits on the time or attention allocated to each witness. Therefore, persons desiring to testify or otherwise present information to the Commission are encouraged to:
- Provide written summaries of information to the Commission twenty (20 sets);
- Limit testimony to three (3) minutes, recognizing that substance, not length, determines the value of testimony or written information;
- Endorse rather than repeat testimony of other witnesses; and
- Groups or organizations wishing to testify should designate one spokesperson whenever possible.
