Commercial Nearshore Fishery In-season Other Nearshore Rockfish Daily Trip Limit Implementation & Bimonthly Limit Decrease
Adopted October 15, 2020: effective October 23, 2020 through December 31, 2020
This amended rule implements a daily trip limit of 15 pounds of other nearshore rockfish combined from October 23 through December 31, 2020, and decreases the other nearshore rockfish cumulative trip limit to 45 pounds from November 1 through December 31, 2020.
Federal Actions and Management Measures Implemented for Commercial Groundfish Fisheries
Adopted October 22, 2020: effective October 22, 2020 through December 31, 2020
This amended rule adopts in-season actions previously adopted by the federal government for 2019-2020 Pacific Coast commercial groundfish fisheries, including but not limited to increased trip limits for sablefish in the Limited Entry Fixed Gear and Open Access fisheries.
Set Columbia River Commercial Mainstem Coho Salmon Fisheries
Adopted October 23, 2020: effective October 26, 2020 through December 31, 2020
This rule authorizes late fall non-Treaty commercial tangle net fisheries in the Columbia River, including three tangle net fishing periods in Zones 1-3. Sturgeon may not be retained. Modifications are consistent with action taken October 22, 2020 by the Departments of Fish and Wildlife for the States of Oregon and Washington at a meeting of the Columbia River Compact.
Maintain Open Recreational Pacific Halibut Fishery on the Central Oregon Coast Per Federal Guidelines
Adopted October 26, 2020: effective October 26, 2020 through December 31, 2020
This amended rule will maintain the Central Coast open period through October 31, 2020 for the Central Oregon Coast Subarea and reference the current federal guidelines as amended on May 1, 2020.1
Allow youth to hunt with a supervising adult after passing classroom component of Hunter
Education.
Adopted: October 28, 2020 – Effective Dates: October 28, 2020 through March 31, 2021
OAR 635-048-0005 states in part that anyone younger than 18 years of age shall have proof of
hunter education in their possession when hunting, except youth participating in the Mentored Youth Program; and that hunter education training must include both a classroom (physical or virtual) component and a field day. Amendment is to allow individuals under 18 years of age to hunt, with a Hunter Education “Online Course” Completion Certificate issued by the Department, when in the presence of a supervisory adult who is 21 years of age or older.

Increase Adult Steelhead Bag Limit in Columbia and Lower John Day Rivers
Adopted October 30, 2020: effective November 1, 2020 through December 31, 2020
This amended rule allows retention of one hatchery steelhead in the Columbia River upstream of The Dalles Dam and in the lower John Day River downstream of Tumwater for the remainder of the year. Revisions are consistent with action taken October 29, 2020 by the Departments of Fish and Wildlife for the States of Oregon and Washington.

The Commission will consider an Administrative Procedure Act petition requesting to close commercial and recreational beaver trapping and hunting on federally managed public lands. The Commission will be asked to either deny the petition or accept the petition and initiate rulemaking proceedings. The Commission requests public comment on whether options exist for achieving
the rule’s substantive goals in a way that reduces the negative economic impact on
businesses.
