  • Provide a foundation for Commissioners on the state of Oregon's Integrated Water Resources Strategy - the goals, strategies, progress to date as well as its role in providing habitat for fish and wildlife

  • Engage in a conversation about the future of water planning and challenges anticipated in meeting in-stream needs in a changing climate

Adopt Non-Treaty Columbia River Commercial Mainstem Smelt Fishery and Commercial Tribal Sales
Adopted 1/24/2023: effective 1/25/2023 through 3/16/2023.
These rules implement the 2023 non-treaty commercial smelt fishery in Zones 1-3 of the lower Columbia River from January 25 through March 16 and authorizes sales of fish caught in treaty Indian winter gillnet fisheries in The Dalles and John Day pools during early February.

Close Retention of Sturgeon in The Dalles and John Day Pools and Adjacent Tributaries
Adopted 1/25/2023: effective 1/26/2023 through 3/22/2023.
This amended rule closes the retention season for white sturgeon on the mainstem Columbia River in The Dalles Pool (The Dalles Dam upstream to the John Day Dam) and the John Day Pool (John Day Dam to McNary Dam) and all adjacent tributaries.

South Coast Commercial Dungeness Crab Season Opening
Adopted 1/26/2023: effective 1/26/2023 through 3/31/2023.
This amended rule sets the opening dates by area for the Oregon 2022-2023 south coast ocean commercial Dungeness crab fishery.

4.) 635-017-0090
Allow Temporary Use of Two Rod Validation in the Willamette River
Adopted 1/31/2023: effective 3/1/2023 through 8/15/2023.
This amended rule allows use of the two-rod validation while fishing for all species, except sturgeon, in the Lower Willamette River and tributaries from March 1 through August 15, 2023 and in the Upper Willamette River from April 16 through August 15, 2023.

Federal Actions and Management Measures Implemented for Commercial Groundfish Fisheries
Adopted 2/3/2023: effective 2/3/2023 through 8/1/2023.
This amended rule adopts in-season actions previously adopted by the federal government for 2023-2024 Pacific Coast Limited Entry Fixed Gear and Open Access commercial groundfish fisheries, including, but not limited to, increases in sablefish, lingcod, and canary rockfish trip limits.

Modify Treaty Commercial Fishing Periods
Adopted 2/10/2023: effective 2/11/2023 through 3/16/2023.
These amended rules authorize the sales of fish caught in Zone 6 treaty gillnet fisheries to include open periods from February 13 through February 14 in The Dalles Pool, and extending the open period through February 20 in the John Day Pool.

7.) 635-023-0095
Modify Sturgeon Recreational Retention in the John Day Pool and Adjacent Tributaries
Adopted 2/10/2023: effective 2/11/2023 through 3/22/2023.
This amended rule adds 3 retention days for white sturgeon on the mainstem Columbia River in The John Day Pool (John Day Dam upstream to the McNary Dam) and all adjacent tributaries.

Modify Treaty Commercial Fishing Periods
Adopted 2/15/2023: effective 2/15/2023 through 3/16/2023.
These amended rules modify prior authorization of sales of fish caught in Zone 6 treaty gillnet fisheries to reflect recent tribal action to rescind a period from February 13 through February 14 in The Dalles Pool, and modify the end date and time for the fishery in the John Day Pool.

Adopt Select Area Commercial Fisheries
Adopted 2/15/2023: effective 2/16/2023 through 7/31/2023.
These rules implement the 2023 winter, spring, and summer Select Area commercial fisheries from February 16 through July 31. The following fisheries are addressed by these rules:

  • Blind/Knappa Slough,
  • Tongue Point/South Channel,
  • Youngs Bay, and
  • Deep River

The Commission will hold an executive session pursuant to ORS 192.660 (2)(f) to consider information or records that are exempt by law from public inspection, as well as to consult with legal counsel concerning legal rights and duties regarding current litigation likely to be filed as authorized by ORS 192.660 (2)(h).
