Amend Rules to Modify Controlled Hunt Permit Numbers for 2023 Oregon Sage-Grouse Hunting
Adopted: August 8, 2023 – Effective Dates: August 8, 2023 through February 1, 2024
Oregon Administrative Rules establishing seasons and permit numbers for 2023 controlled sage-grouse hunts were adopted by the Commission on April 21, 2023 as described on page 14 of Attachment 3 in Exhibit B. Permit numbers adopted at that time did not account for on-going sage-grouse population surveys that were not yet complete. This rule amendment is necessary to adjust permit numbers in two sage-grouse hunt areas to account for unanticipated changes to sage-grouse population estimates resulting from data collected in the surveys completed after permit numbers were
adopted.

This amended rule closes the mainstem McKenzie River from the mouth of Trout Creek to the Leaburg Dam to all salmon angling.

This amended rule sets recreational wild coho seasons in specified Oregon coastal rivers during the fall season from September 9 through November 30.

Set Treaty Commercial Fall Gillnet Fisheries
Adopted 8/18/2023: effective 8/18/2023 through 12/31/2023.
These amended rules authorize the sales of fish caught in Zone 6 treaty gillnet fisheries to include open periods from August 21 through August 31.

Adopt Chinook Retention Regulations for Nearshore Marine Waters Adjacent to the Tillamook and Nehalem Rivers
Adopted 8/24/2023: effective 9/1/2023 through 10/31/2023.
These amended rules establish Chinook salmon retention regulations for nearshore marine waters adjacent to the Nehalem and Tillamook rivers that match the temporary regulations adopted for those systems during fall 2023. Adopting concurrent regulations deters anglers from fishing immediately outside these tributaries under more liberal ocean salmon regulations than exist inside the tributaries.

These amended rules adopt in-season actions previously adopted by the federal government for the 2023-2024 Pacific Coast recreational groundfish fishery which increase the bag limit for the longleader gear recreational fishery from 10 to 15 fish.

This amended rule adds retention days in the Columbia River recreational salmonid fishery from the west Puget Island line to the Warrior Rock/Bachelor Island line from September 15 through September 17. It also extends the Chinook and hatchery coho retention period from the Warrior Rock/Bachelor Island line to Bonneville Dam through September 21.

This rule authorizes one commercial non-treaty gillnet fishing period in the mainstem Columbia River commerical Zones 4-5 for September 17 through September 18 and one period in Oregon waters only of commercial Zones 4-5 for September 19 through September 20.
