Amend Rules for Commercial Pelagic Species Fisheries for consistency with federal regulations
Adopted 12/30/2024: effective 12/30/2024 through 6/24/2025.
This amended rule will modify state regulations for commercial Coastal Pelagic Species (CPS) Page 1 of 2 fisheries to be consistent with federal regulations governing Pacific sardine harvest specifications and management measures for the July 2024-June 2025 fishing season. Federal rules recommended by the Pacific Fishery Management Council (PFMC) for the 2024-2025 season include a continued closure of the Pacific sardine directed commercial fishery along the entire West Coast due to low stock biomass, and limits on incidental sardine harvest in other commercial fisheries.

Modify Recreational Retention Seasons for Sturgeon in Bonneville and The Dalles Pools and Adjacent Tributaries
Adopted 12/31/2024: effective 1/1/2025 through 3/31/2025.
This amended rule modifies the recreational retention season for white sturgeon on the mainstem Columbia River in the Bonneville (Bonneville Dam upstream to The Dalles Dam) and The Dalles (The Dalles Dam upstream to the John Day Dam) pools and all adjacent tributaries. Retention will be allowed only on Wednesdays and Saturdays from January 1 through January 29 in the Bonneville Pool and in The Dalles Pool. Modifications are consistent with actions taken by the Departments of Fish & Wildlife for the States of Oregon and Washington at a Columbia River Joint State hearing on November 8, 2024.

Close Retention of Sturgeon in Bonneville and The Dalles pools and Adjacent Tributaries
Adopted 1/2/2025: effective 1/3/2025 through 3/31/2025.
This amended rule closes the retention season for white sturgeon on the mainstem Columbia River in the Bonneville Pool (Bonneville Dam upstream to The Dalles Dam) and The Dalles Pool (The Dalles Dam upstream to the John Day Dam) and all adjacent tributaries. Modifications are consistent with actions taken by the Departments of Fish & Wildlife for the States of Oregon and Washington on January 2.

Modify Wild Spring Chinook Regulations in Umpqua District
Adopted 1/2/2025: effective 2/1/2025 through 6/30/2025.
This amended rule will prohibit retention of all wild Chinook on the Mainstem Umpqua River. It will restrict harvest to one wild adult Chinook per day and ten wild adults per season on the North Umpqua River from February 1 through June 30 in accordance with the sliding scale established pursuant to the State's Coastal Multispecies Conservation and Management Plan (CMP).

Commercial Dungeness Crab Season Partial Opening
Adopted 1/7/2025: effective 1/11/2025 through 3/31/2025.
This amended rule sets the opening date for the Oregon 2024-2025 ocean commercial Dungeness
crab fishery from the Oregon-Washington border to Cape Falcon, Oregon.

Modify Treaty Setline Commercial Fisheries in the Columbia River
Adopted 1/10/2025: effective 1/10/2025 through 4/30/2025.
This amended rule modifies state authorization of sales of white sturgeon caught in the winter
Treaty setline fisheries in Bonneville and The Dalles pools to reflect recent tribal action to close these fisheries ahead of
schedule.

Adjust season dates for western Oregon Elk General Season Antlerless Elk Damage hunts in 2024.
Adopted: January 14, 2025 – Effective Dates: January 14, 2025 through April 1, 2025
Oregon Administrative Rules establishing seasons and tag numbers for 2024 western Oregon elk hunts were adopted in September 2023. Season dates presented in a map for one western Oregon elk General Season Antlerless Elk Damage hunt area are incorrect as printed in the 2024 Big Game regulations. These rule amendments are needed to correct the seasons published in the referenced Big Game regulations to reflect the accurate dates adopted by the Commission.

Adopt Non-Treaty Columbia River Mainstem Commercial Smelt Fishery
Adopted 1/17/2025: effective 1/20/2025 through 3/31/2025.
This amended rule will implement the 2025 non-treaty commercial smelt fishery in Zones 1-3 of the
lower Columbia River on Mondays, Wednesdays, and Thursdays from 5 a.m. to 5 p.m. from January 20 through March
13.

Allow Temporary Use of Two Rod Validation in the Willamette River
Adopted 1/29/2025: effective 3/1/2025 through 8/27/2025.
This amended rule allows use of the two-rod validation while fishing for all species, except sturgeon,
in the Lower Willamette River and tributaries from March 1 through August 15, 2025, and in the Upper Willamette
River and tributaries from May 1 through July 31, 2025.

Allow sale of sturgeon caught in Columbia River Treaty setline and Platform & H&L fisheries
Adopted 1/31/2025: effective 1/31/2025 through 4/30/2025.
This amended rule provides state authorization of sales of white sturgeon caught in the winter Treaty setline fisheries in The Dalles and John Day pools to reflect recent tribal action to reopen (The Dalles) and extend (John Day) these fisheries. It also authorizes sales of white sturgeon caught in on-going Treaty platform and hook-and-line fisheries if caught during, and in the open area of, a tribally authorized open setline fishery.

This will suspend a temporary rule due to an omission of reference to several applicable Oregon

This amended rule corrects an error in the temporary rule filed for this rule number on 12/30/2024.

This amended rule establishes one retention day for the recreational white sturgeon fishery on the mainstem Columbia River in The Dalles Pool (The Dalles Dam upstream to the John Day Dam) and all adjacent tributaries. Retention will be allowed on Saturday February 15 in The Dalles Pool.

These rules implement the 2025 winter, spring, and summer Select Area commercial fisheries from February 13 through July 31. The following fisheries are addressed by these rules: • Blind/Knappa sloughs, • Tongue Point/South Channel, • Youngs Bay, and • Deep River Modifications are consistent with actions taken by the Departments of Fish and Wildlife for the States of Oregon and Washington at the Columbia River Compact hearing on 2/10/25.
